- Background
The Jordanian National Commission for Women (hereinafter – JNCW) is the national machinery for Women in Jordan established in 1992 by the Cabinet Decree and chaired by HRH Princess Basma Bint Talal, which mandate is the promotion of status of women in Jordan. The Commission works on integrating women’s issues and priorities in national strategies, policies, legislation, plans, and budgets. JNCW is a reference body for all official agencies in setting woman-related policies and strategies, suggesting legislative amendments to improve the status of women in Jordan.
JNCW is a member of the Inter-Ministerial Committee for Women’s Empowerment, which was formed in 2015 as one of the permanent ministerial committees of the Cabinet. The Committee has clearly defined powers and tasks and it contributes to the promotion of women’s rights and access to decision-making issues.
The Jordanian National Commission for Women (JNCW) led the process of preparing the National Strategy for Women[1] in Jordan (2020-2025) (NWS) under the guidance of the Prime Minister, and the preparation of the Action Plan[2] of the National Strategy for Women in Jordan (2023-2025) in collaboration with the Ministry of Planning and International Cooperation (MOPIC) and the Inter-Ministerial Committee (IMC) for Women Empowerment. Both strategic documents were endorsed by the Government of Jordan in 2020 and 2023 respectively.
The National Strategy for Women is a national roadmap for Jordan towards gender equality and the empowerment of women and its goals are achievable through the combined efforts of the Executive and Legislative Branches of Government, in close partnership with national institutions, CSOs and the private sector.
The NSW’s has placed its focus on the importance of achieving the following goals:
1. Women and girls are able to exercise their economic, political and human rights and freely lead and participate in society free of gender-based discrimination;
2. Women and girls enjoy a life free of all forms of gender-based violence;
3. Positive gender norms, roles and attitudes support gender equality and women empowerment;
4. Institutions are executing and sustaining policies, structures and services that support GEWE in alignment with Jordan's national and international commitments.
The National Women Strategy Action Plan 2023-2025, which is aligned with the Government’s Indicative Executive Program for 2021-2024, represents a roadmap for national priorities on women’s issues, and incorporates related recommended actions and initiatives of the Royal Committee for the Modernization of the Political System, the Economic Modernization Vision, the Engendered Strategy and the Public Sector Modernization Roadmap.
In addition, the Action Plan is a guidance document for policymakers and relevant donor’s organizations, therefore, budgetary allocations over the various pillars of the Action Plan would help in planning and directing resources and donors funds towards the set (gender) priorities. The NWS Action Plan programs, projects and initiatives were classified into six main pillars, including: 1) Economic empowerment, 2) political empowerment and participation in decision-making, 3) human rights, 4) combating of violence against women and girls, 5) community culture, and 6) gender mainstreaming at the institutional level in the public and private sectors[3].
The Government of Jordan is committed to setting up an M&E frameworks and mechanisms to ensure the realization of NSW’s expected outcomes and impact and the NWS Action Plan is properly implemented and monitored.
The M&E framework is to monitor and evaluate the level of commitment by the various institutions to the attainment of the NSW's strategic goals, and the implementation of the programs and initiatives under each goal. Each implementing entity will need to measure the performance indicators, as listed and defined in the M&E Framework and will need to report periodically on the progress made towards the respective targets. The M&E Framework to have a matrix and number of tools that explain the indicators adopted, base year and periodicity of measurement, as well as the entity responsible for a set indicator. The monitoring process and results of the NWS Action Plan implementation will result in an evaluation report showing the level of progress in the implementation of the National Action Plan 2023-2025.
- Assignment objectives
The objective of this assignment is to develop a comprehensive results framework for the National Women Strategy Action Plan 2023-2025 with a costed implementation plan to guide the M&E of the NWS Action Plan 2023-2025.
The M&E framework should be designed in a way that allows to assure the implementation of the action plan, fostered accountability and transparency, identifies gaps and efficient resources allocations using gender-responsive budgeting tools, as well as will enable directing donor’s contributions towards gender equality and empowerment of women and girls in Jordan.
The developed M&E framework should include the following requirements:
- M&E framework
- Identify Key Performance Indicators (KPIs)
Review Table 3, which contains the monitored indicators broken down by objectives, outputs, and interventions. Ensure that each indicator is specific, measurable, achievable, relevant, and time-bound (SMART).The M&E framework to be aligned with the goals of the strategy and the specific indicators outlined in Table 3 of the NSW National Action Plan[4].
- Data Collection and Reporting
Design data collection tools, define targets, means of verification, data sources and methodologies to gather data needed and related to the identified KPIs. Collaborate with relevant stakeholders and the technical team, in coordination with the Jordanian National Commission for Women (JNCW), to ensure data accuracy and consistency. Suggest relevant disaggregation of data and indicators, including for vulnerable groups (e.g. female heads of households, women with disability, rural women, refugee women etc.).
Establish a data reporting mechanism, specifying the frequency and format of reports. Ensure the access for the needed data and the data collected are updated and accurate to track progress effectively.
- Role Clarification
Clearly define the roles and responsibilities of each stakeholder involved in the M&E process, as outlined in Table 6 of your provided information. These roles should include data collection, data analysis, reporting, and decision-making responsibilities.
- Data Management
Develop a centralized database or information system to store and manage the collected data securely. Ensure that data is accessible to authorized entity and that privacy and security measures are in place.
- Data Analysis
Establish a data analysis system, for analyzing the collected data against the KPIs. Use statistical and analytical tools to assess progress and to identify trends and areas that require attention.
- Suggest a mechanism to track resource allocations
The framework to track the budget allocations for all programs and projects in the NWS 2020-2025 and it’s action plan 2023-2023 to ensure gender equality in the frame of the NWS Action Plan from both - the State budget and donor’s funding’s.
- Develop Standard Operation Procedure (SOP) for the M&E framework management and operation.
B. Costed and Operationalization Plan
- Suggest Institutional arrangements and assign key M&E functions to JNCW personnel and map the data flows and responsibilities against the framework (including for related ministries and governmental bodies – data/indicator providers).
- Develop data collection and reporting protocols with regard to implementation progress and indicators (including those requiring cross-ministerial coordination), roles and responsibilities to relevant departments and units in ministries levels.
- Identify needs and propose capacity building plan to undertake the M&E of the NWS Action Plan for: a) JNCW personnel; b) related ministries and governmental bodies, departments, units to enable them to collect and report indicators.
Specific requirement:
- Identify and suggest level of alignment between the gender fund trackers (donor’s funds) set up by the Ministry of Planning and International Cooperation (MOPIC) and the M&E framework of the NWS Action Plan to avoid duplication, but enhancing complementarity and monitoring of resource allocations and expenditures of donor’s funding’s for gender equality.
- Determine the level of access to the dashboard of the MOPIC’s gender fund trackers in order JNCW to be able to produce M&E reports on the implementation of the NSW and its Action Plan as well as funds distribution and funding gaps reports to support donors and the government in coordinating and directing funds for achieving gender equality.
- Scope of work (work assignment)
Review and assess the following:
- Review all relevant literature, background documents, relevant national legislation, strategies, policies, and reports to inform the intended M&E Framework.
- Review regional and international practices with regard to development and operation of M&E frameworks on monitoring women’s empowerment/gender equality related issues.
- Assess existing knowledge and (monitoring) practices, monitoring approach/systems/needs of JNCW; accessibility of data and information, stakeholders (data producers), data sources to track the performance indicators, data validity, data gaps, and identification of missing data to serve information needs.
- Review existing systems and convene partner and stakeholder meetings to consult, input feedback to develop the intended M&E framework for the NWS Action Plan.
- Identify appropriate tools and approaches to inform data collection, roles, and responsibilities of data producers for the intended M&E framework. The proposal should describe the specific qualitative and quantitative approaches.
- Ensure that the developed M&E framework, its related indicators, and data management cycles take into consideration and are sensitive to age, gender, disability, and other vulnerability criteria, geographical area, etc.
- Based on the findings of the desk review, meetings, workshops, interviews, prepare a detailed report on the findings, and establish an M&E System and develop a Standard Operating Procedures (SOPs) for the M&E framework.
- Identify entry points for capacity strengthening based on observed gaps (e.g., in terms of JNWC staff functional capabilities and skills development).
- Work in collaboration with JNCW leadership and the Commission staff to obtain information and inputs towards the intended M&E Framework and conduct regular briefings to JNCW.
- Prepare, schedule and facilitate meetings, workshops, participate in validation meetings and prepare presentations of key products designed for JNCW/MOPIC/UN Women engagement and feedback.
- Develop and deliver presentations detailing the main elements of the M&E framework and operationalization plan in both Arabic and English.
- Supervision and Duties & Responsibilities
The Consultancy firm will carry out this assignment under the supervision of JNCW to meet the key objectives outlined above. Overall guidance will be provided by the JNCW policy unit staff and JNCW leadership.

JNCW will provide necessary support for the consultant to perform tasks defined in the TOR and inception report in collaboration with all stakeholders involved in following-up the NSW Action Plan which is listed in Table 6[5] of the NSW National Action Plan.
- Education and experience
- Demonstrated experience and knowledge of setting up of monitoring and evaluation plans for organizations and strategies.
- 10 years of demonstrable experience in designing and implementing monitoring and evaluation mechanisms in strategies and policies.
- Ability to develop/adapt M&E tools to work effectively with field missions, local stakeholders and beneficiaries, remote monitoring.
- Proven experience on building capacities, including training and mentoring staff on M&E.
- Sound knowledge of existing global guidance on strategies M&E tools and methodologies.
- Excellent written communication skills.
- Ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential.
- Demonstrated experience of working in the Arab States region is highly desirable.
- Ability to develop, maintain, and strengthen partnerships with others inside or outside the organization including donors and governmental bodies who can provide information, assistance, and support.
- Excellent speaking and writing skills in Arabic and English are necessary.
