Introduction
The Jordanian National Commission for Women (JNCW) is the leading national organization responsible for all issues related to women’s advancement in Jordan. Established by Cabinet Decree in 1992 and chaired by HRH Princess Basma Bint Talal. The JNCW seeks to instill gender equity in Jordan through the implementation of a wide range of projects, often partnering with leading international organizations such as the United Nations.
Gender mainstreaming and incorporating gender sensitivity into policy-making, national planning, action plans and legislations; is one of the JNCW’s key priorities and main target areas for gender mainstreaming within Women, Peace and Security agenda in Jordan. In cooperation with the Jordanian Government, the JNCW has drafted a National Action Plan (NAP) to implement United Nations Security Council Resolution 1325 (2000), on women, peace and security and its subsequent resolutions.
The Government of Jordan adopted the JONAP 1325 in December 2017 and formally launched it in a ceremony in March 2018, this was accomplished through the continuous participatory approach and consultation with the national stakeholders when drafting the Jordanian National Action Plan, in order to build national relationships and achieve national consensus to ensure the NAP national ownership and commitment.
Cabinet decision in 2017, tasked the Inter-Ministerial Committee (IMC) for Women’s Empowerment, with the political responsibility to ensure the implementation of the JONAP as well as to provide leadership, coordination and accountability for action across the government on achieving commitments related to WPS agenda in Jordan. The Jordanian National Commission for Women through 1325 secretariat is responsible for the monitoring of implementation and reporting to the Inter-Ministerial Committee on progress of the implementation.
JONAP (2018- 2021) is based around four strategic goals, aiming to increase; (1) gender responsiveness and meaningful participation and leadership of women in the security sector and in peace operations, (2) participation of women in Prevention of Violent Extremism and in peacemaking, (3) gender sensitive services to refugee and Jordanian women, and (4) recognition of the benefits of gender equality and the role of women in Peace and Security. furthermore, a log frame was designed with measurable indicators. As a continuation of JONAP I (2018-2021), JNCW and as a part of its mandate intends to continue the support of gender equality and address gender- specific needs through drafting JONAP Phase II that will continue to expand the enabling environment for the implementation of WPS commitments by leveraging strategic partnerships and national ownerships and build on the strategic and programmatic accomplishments and challenges of Phase I.
JNCW is planning to assign a national consultant (firm/individual) to conduct a full evaluation of JONAP phase I and to hold a number of consultation sessions for the purpose of drafting JONAP phase II and its M&E framework.
The Main Objective of the Assignment
The objective of the mission is 1) evaluation of JONAP phase I (2018-2021) in terms of challenges and lessons learned 2) identifying COVID-19 challenges vs. WPS and its impact on the four strategic goals of JONAP phase I to determine the broad thematic priorities of JONAP phase II 3) conducting a number of consultation sessions for the Women, Peace and Security for JONAP phase II (2022-2025) through the participatory approach and inclusive process and 4) identifying the framework for drafting JONAPII (2022-2025) in alignment with the National Strategy for Women in Jordan (2020-2025)& the SDGs.
Description of Responsibilities
Under the direct supervision of JNCW and in close collaboration with UN Women, the national consultant will be hired to perform the following tasks:
Develop a work plan for the mission with deliverables/results, activities, timelines etc.
Pre-Consultation Evaluation of JONAP phase I
Desk review of relevant documents containing JONAP I M&E reports, JONAP I, the communication strategy, National Strategy for Women and its addendum on the impact of Covid-19, CSOs reports on the implementation of JONAP, and other relevant national strategies and frameworks to evaluate JONAP phase I in terms of implementation.
Schedule and conduct interviews/focused group discussions for data collection when needed.
Identify COVID-19 challenges vs. WPS agenda in Jordan i.e. access to decision, structure of response, inequality, women’s participation etc. and the impact of these emerging challenges on the four strategic goals of JONAP I.
Set the broad thematic priorities that JONAP phase II might be built around responding to emerging issues related to COVID-19 and their effect on JONAP I implementation as the entry point for the consultations.
Final evaluation report including above mentioned points in both Arabic and English.
Field Consultations for JONAP phase II
Facilitate consultation workshops/sessions with relevant stakeholders, civil society organizations and donors to ensure the continuity of the participatory approach in developing JONAP phase II.
Develop required templates for integrating national priorities, recommendations, and initiative/activities suggested by the consultation sessions.
Document each consultation session separately, then-
Compile, and develop the final report (Arabic and English) and framework on the consultations including all the points discussed through the consultation sessions in a comprehensive document and classify them under related goals and interventions of the JONAP I and National Strategy for Women in Jordan (2020-2025).
Prepare a PowerPoint presentation showcasing the findings of the final report (Arabic and English)
Engage in the validation sessions to modify the final report according to the discussions and written feedback.
Support the international consultant assigned by UN Women to draft JONAP II to draft JONAP phase II.

The bidder, whether companies or individual(s), should provide the required expertise below. The technical offer should include a distribution of the consultants and expert tasks to ensure covering all requirements of the task. A detailed and short CVs of each consultant/expert should be submitted, including all the experiences since graduation. In addition to the details of similar projects related to this task in the last 5 years, and a commitment letter signed by the proposed expert to carry out the task with the service provider. The following areas of expertise are required:
At least 7 years of relevant experience in development and gender equality issues with experience in strategic planning, national action plans, assessment studies, preparation of national and international reports and gender integration in national policies and plans, Practical experience and deep knowledge in the areas of sustainable national development and WPS agenda. Previous monitoring and evaluation and assessing projects related to strategies for achieving gender equality, gender and women's rights. Previous experience in managing and facilitating national consultation workshops, Previous knowledge of gender integration into government plans, budgeting, programmes and institutional action. Ability to conduct seminars and dialogue effectively and analyze the roles of stakeholders in various sectors, whether governmental, international or community, in order to serve the goals and document and determine the results. Experience in working with the team within different specialties and completion of work in a timely manner. High communication and networking skills, writing skills and presentation of visual presentations to the concerned stakeholders. Computer skills and illustrations to accomplish the task.

During mission, The Consultant will work in collaboration with
The technical team assigned by JNCW and the UN Women that will supervise the work of the consultant and provide technical, logistical and informational support during the mission. The technical team shall submit all relevant document to the consultant.
Technical and financial supply requirements
The bidder should submit one technical and financial proposals in separate envelops according to this TOR as hard copies in Arabic.

Taking into consideration that all costs of the implementation of consultative and participatory workshops (logistics) will be covered by the Jordanian National Commission for Women.

The bidder should be obliged to submit the proposal for a period not less than 90 days "from the time of delivery of the offer”.
The Tenders Committee is not responsible for any errors that the bidder may make in setting its prices. These prices are considered final and binding upon opening the bids.
The bidder should submit an unconditional bank tender offer issued by a local bank or (check) at a rate of 5% of the offer value and returned upon completion of the purpose.
The tenderer assigned to tender must provide a bank guarantee of unconditional execution issued by a local bank or certified check (check) at a rate of 10% of the offer value and returned upon completion of the purpose.
The Tender Committee have the right to cancel or postpone the tender, extend its duration, re-issue or divide it, increase or reduce the quantities without giving any reasons, without the right to claim any explanation, explanation or compensation.
The tenderer who has been referred shall sign the referral decision or the agreement within one working week from the date of the assignment. The assignee shall bear all the legal expenses resulting from the decision of the transfer from the stamp duty and any fees that may be realized and shall be paid to the concerned parties within ten days from Date of notification.
Prices in Jordanian Dinars shall be exempted from the general sales tax.
