  1. Introduction

One of the key areas of work for the Jordanian National Commission for Women (JNCW) is to overseeing the implementation of the Jordanian National Action Plan on UNSCR 1325 (JONAP), which was endorsed by the Prime Minister and the cabinet in December 2017 and formally launched it in a ceremony in March 2018.

It is based around four strategic goals, aiming to increase; (1) gender responsiveness and meaningful participation and leadership of women in the security sector and in peace operations, (2) participation of women in Prevention of Violent Extremism and in peacemaking, (3) gender sensitive services to refugee and Jordanian women, and (4) recognition of the benefits of gender equality and the role of women in Peace and Security. fruthermore, a log frame was designed with measurable indicators.

As part of JNCW’s mandate is to follow the progress achieved since endorsement, JNCW plans to produce the second report for JONAP’s implementation considering all implementor bodies including but not limited to security sector agencies (Jordanian Armed Forces, Public Security Directorate, Governmental agencies and CSOs). In early 2019, JNCW has formed an M&E technical working group acting as focal points for reporting purposes from all implementors organizations.

JNCW is planning to contract with a consultancy firm/individual consultant(s) to prepare the second national progress report for the year of 2020, through data collection, data validation, meetings, reporting and drafting the final report in both Arbic and English languages under the supervision of JONAP Secretarite.

  1. The mission objective
  • Collecting and validating  data related to JONAP implementors.
  • Monitering  and evaluating the progress of JONAP during the second year of implemention 2020
  • Comparing the actual progrese of the second year with the fisrt year according to M&E logframe and indicators.
  • Drafting the national progress report  (Arabic and English), first draft in English.
  1. Scope and Areas of Strategic Focus

The consultant will be asked to:

  • Review national and international documents/reports related to the mission e.i UNSCR 1325, JONAP, M&E framework, Communiction Strategy, First national progress report, National Coalition list, quarterly progress reports etc.
  • Kick-off and regular meetings with JNCW and UN Women.
  • Develop a detailed workplan showing methodologies for data collection and validation , drafting process and reporting mechanism.
  • Submit report outline for JNCW approval.
  • Sechdual and conduct interviews for data collection.
  • Report on the progress of the mission officially.
  • Submit the first draft for review and approval documenting all lesseons learned and challenges for future recommendations. .
  • Amend report as per JNCW request.
  • Submit the final report reflecting the results of the progress achieved (Arabic/ English)
  • Submit powepoint presentations both in Arabic and English languages.
  • Proofreading of the final report in both Arabic and English languages.
  • Benchmark the report with other experinces regionally and/or internationally.

JNCW will:

  • Provide all documents realted to the mission.
  • Provide a list of stakeholders for JONAP impentation
  • Facilitate any interview needed for datacollection.
  • Moniter mission progress, and the reporting mechanism.
  • Provide guidance, support and facilitation throughout the mission duration.
  1. Time Frame

The contract will be for maximum 50 working days spread over a period starting from Feb 8th  to April 29th  2021. The Consultant(s) will need to have a certain level of flexibility, and work remotely to respond to any unexpected delays that could occur due to unforeseen issues, or due to the feedback from JNCW and UN Women.    

  1. The Consultancy Service Provider/Consultant(s), skills and experiences

The Consultancy Service Provider/Consultant(s) has proven prior experience and qualifications to conduct such national progress reports at the highest quality. The consultant should also have proven experience analyzing quantitative and qualitative data, data collection methodologies, well understaning of M&E logframes and the ability to provide technical remarks, and have good language proficiency in Arabic and English, as it will be expected to review national and international reports, international (best) practices, as well as provide executive summaries/presentations in both languages.

  1. Required qualifications

The following expertise shall be covered by the Consultancy Service Provider/ Consultant(s) who has the right to provide it through any number of experts they can justify:

  1. Academic qualification of at least a university degree in the field of development or any related fields, preferably holders of higher educational qualifications.
  2. Practical experience of at least 10 years for those carrying out the mission in the preparation of strategies and monitoring evaluation report, assessment studies, qualitative and quantitative research, preparation of national and international reports, including experiences on gender issues, women's rights, gender equality and the Jordanian National Action Plan for the Implementation of UN Security Council resolution 1325 on Women, Peace and Security 2018 – 2021
  3. Solid understanding of data and information collection methodologies and analysis, including proven experience in designing qualitative methodologies (FGDs and interviews, etc.) and analyzing qualitative data.
  4. High communication, networking, writing skills and presentation of visual presentations to the concerned parties.
  5. The ability to conduct seminars and dialogue effectively using innovative participatory methods and analyze the roles of stakeholders in various sectors, whether governmental, international or community, in order to serve the goals and document and determine the results.
  6. Ability to lead and deliver in a timely manner
  7. Computer skills and illustrations to accomplish the task.
  8.  Proficiency in Arabic and English speaking and writing.
  9. Technical and Financial Supply Requirements
  • The bidder should submit two detailed technical and financial proposals according to this TOR as hard copies in Arabic or English.

A. The technical offer must contain:

  1. Proposed methodology and work plan for the preparation of the assignment.
  2. Work plan, team management and the distribution of tasks and responsibilities among the proposed team members.
  3. Experts Bios and detailed CVs.
  4. A list of tasks and projects implemented in last 5 years include in at least the name of the project, date and duration of implementation.
  5. Previous reports / documents implemented.

B. The Financial offer must contain:

  1. Detailed financial offer in Jordanian Dinars
  2. Taking into consideration that all costs of the implementation of consultative and participatory workshops if needed (logistics) will be covered by the project.

 

  1. General Conditions for Bid:

 

  1. Offers should be submitted in a closed envelope, delivered by hand, bearing the number and subject of tender, and shall be delivered to the decision of the Tender Committee no later than 3:00 pm on Tuesday 24/01/2021 at: Jordan Hashemite Fund for Human Development - Al-Hashmi Al-Shamali, Al- Adel Street Tel: 06-5052431
  2.  The bidder should be obliged to submit the proposal  for a period not less than 90 days "from the time of delivery of the offer”.
  3. The Tenders Committee is not responsible for any errors that the bidder may make in setting its prices. These prices are considered final and binding upon opening the bids.
  4. The bidder should submit an unconditional bank tender offer issued by a local bank or (check) at a rate of 5% of the offer value and returned upon completion of the purpose.
  5. The tenderer assigned to tender must provide a bank guarantee of unconditional execution issued by a local bank or certified check (check ) at a rate of 10% of the offer value and returned upon completion of the purpose.
  6. The Tender Committee have the right to cancel or postpone the tender, extend its duration, re-issue or divide it, increase or reduce the quantities without giving any reasons, without the right to claim any explanation, explanation or compensation.
  7. The tenderer who has been referred shall sign the referral decision or the agreement within one working week from the date of the assignment. The assignee shall bear all the legal expenses resulting from the decision of the transfer from the stamp duty and any fees that may be realized and shall be paid to the concerned parties within ten days from Date of notification.
  8. Prices in Jordanian Dinars shall be exempted from the general sales tax.
  9. The Tenders Committee is not obliged to assign the lowest prices.
